On Friday, the House of Representatives voted to approve H.R. 1, also known as the For the People Act. “H.R. 1 is an attempt to federalize and micromanage the election process and impose unnecessary, unwise and in some cases unconstitutional mandates on the states,” said Heritage election integrity expert Hans A. von Spakovsky.

Read Heritage’s report on H.R. 1

In January, Hans unpacked the harmful elements of H.R. 1 before the House Committee on the Judiciary, explaining how the bill would interfere with the states’ constitutional right to manage their own voting systems, protect incumbent office holders by transforming campaign finance rules, create an environment ripe for voter fraud, among other problems. The bill will now go to the Senate.

How can conservatives fight to preserve election integrity?

Medicare for all would simply abolish an individual’s right to choose what is deemed best for that individual. Government must not be allowed to take away any more of our freedoms to choose what is in ones own best interest

Louis Pratt - March 8, 2019

Enforce and protect voting laws.

raymond g - March 8, 2019

no way we do not want this

Ida Ryan - March 8, 2019

Leave it up to the states to decide how they want to handle it. Have people vote if they are for or against it.

Wade Harris - March 8, 2019

Unfortunately alot of people will pay no attention at all. To definitely reach those who would need to put physical ads on TV, internet where possible, billboards. Get in contact with veteran grps I think alot of those would be supportive. Get word to rural areas where general life sometimes keeps news out of sight. Possibly see if can get state governments involved. Know there are some who would not care, but alot would.

Adam Schwartz - March 8, 2019

You have to go after the university and colleges. We have to get through to the young Americans who are our future leaders and educate them about what elections do for us. The integrity of our leaders will depend upon on how we explain this to them. Education is where this starts!

Barbara Wenders - March 8, 2019

Get Trump to issue an executive order that says no votes will be counted in states that allow illegals to vote!

Gerard T Sullivan - March 8, 2019

who raised this bill, who voted for it, how many dems/reps? The only way to feel good about house bills is to let the dems pass a bill by their own count. If considered wrong have the senate vote it down, if questionable. Do not trust any bills raised/passed by dems. As far as I’m concerned there are no americans in that party any more!

Christine Hambach - March 8, 2019

What can individuals or even large “entities” like the Heritage Foundation really do to bring up – to have – to convince the law makers of better ideas and facts?

Doris Nolette - March 8, 2019

Voters should need picture ID and voter registration card to vote, along with proof that they live in the district in which they are voting. ID’s should be checked at the door or voter’s can request mail-in ballots. No pick-ups by Democratic volunteers! They let illegals vote!

Bruce Hal Miner - March 8, 2019

Re HR 1 – should this pass, will Conservatives take it all the way to the SCOTUS to ensure it is blocked?

Barbara Burkholder [85 yrs] - March 8, 2019

I CARE !

Judith Prachar - March 8, 2019

We can ask our leader President Trump to veto everything that is wrong, evil, or stupid.

Victoria Thiel - March 8, 2019

This is an outrage and was never intended by our founders. Only citizens should vote. I don’t even believe illegal immigrants should be counted in the census, as it determines representation and the total of electorates. Legal or illegal immigrants should not determine or influence our election outcomes.

Edythe MCCORMICK - March 8, 2019

Unless we have political and constitutional legal intervention supporting and openly educating and reminding the public why the Electoral College was invented and put into place, i find it difficult to see how we conservatives can have any equality in voting. I don’t think the people at large really understand what the ‘college’ is, why it is, and what it is, the function it fulfills. I also find that the media in general only promotes the tallying of head count of individuals determining voting outcomes because it promotes ‘the majority rules.’. The heavily populated urban settings automatically have control of the voting population. Rural areas, not so much.

Leon Donahue - March 8, 2019

Leave it up to the states to run their elections as long as they comply with our laws and the Constitution.
DO NOT allow illegal aliens to vote. Insist on VOTER ID to prove U.S. citizenship.
DO NOT lower the voting age to 16.
Bottom line, President Trump MUST VETO this legislation if it gets that far.

Colleen Ryan - March 8, 2019

Demand term limits, get rid of lobbyists, punish anyone taking money from lobbyists, the list goes on, maybe we just need to push for Article V.
PRAY!

Sherry J Scoffield - March 8, 2019

Please make Heritage’s response to H. R.1 For the People Act available for posting on FB. People absolutely do not know what is going on! Let us help spread the word!

Edwin S. Gaster - March 9, 2019

The places where election fraud is likely to have occurred in the last two elections should be investigated by FBI and other law enforcement agencies in a serious manner. Those who committed crimes such as filling out absentee ballots in a false way should be prosecuted and if found guilty should be given maximum sentences. These cheaters who do this every election need to see that it is no light matter to rig our nation’s elections. Posters with a phone number asking for information leading to the arrest of such people should be posted in voting buildings. Both Republicans and Democrats should be recruited to volunteer together so that one may watch the other so that cheating does not occur. Stories about recent cheaters who were caught and went to jail should be posted in voting areas. If we want law at the border, we must also have law when voting.

Gregory Homyer - March 9, 2019

At this point in time, based on their behavior recently, I believe that just about anything proposed by the Democrats is suspect. I also believe we have a some establishment Republicans that are more concerned with preserving the status of their private little sandbox. That is why I think a previous comment about demanding term limits, getting rid of lobbyists and/or punishing those who take money from them is much needed. Time to get up off your backsides and take your country back, or lose it entirely.

Mary Gilliam - March 9, 2019

Will this bill possibly pass the US Senate? Under what conditions would it pass? It may be stopped in the Senate.

Christina Graybill - March 9, 2019

Do NOT support HR 1 (For The People Act), but seek to block it. HR 1 actually takes away the rights of each State to manage its own voting systems and leaves the system open to fraud and illegal voting. We SURELY DO NOT NEED anymore of that–it’s what we’re trying to clean up, right? Pretty sneaky! As many of us know, we are actually trying to take our country back, because of Big Gov’t. moves like this and more, with the Convention of States Action as provided in Article V of the U.S. Constitution. Last time I looked we have the Legislatures of 14 States (we need a total of 34) who already made resolutions to be sent to Congress for this COS Action. Read all about it!

Maura McHugh - March 9, 2019

Do Representatives even read what they are voting on anymore? They are betraying the American people and the people who know about it are getting fed up with it. One hope is that President Trump will veto it and that will bring it to the attention of the people. . Why are they even making up a totally unnecessary bill when there is so much real work to be done.? If we can’t stop them, maybe God will, if we ask Him.

Francis Clifford - March 9, 2019

The good news is that Sen. McConnell has already announced that HB 1 will be DOA in the Senate!!!

Raymond - March 9, 2019

I think HR-1 needs to be voted down because is not good for the people. It just gives the Gov’t more power. The Democrats only want the Big Gov’t to control our lives and that is not good. This is our country (citizens). Vote no on HR-1 please.

Eva Dearing - March 9, 2019

DO NOT support this unconstitutional HR1 it it NOT For the people.

Diane Bibbo - March 9, 2019

Great article. Just the facts. Members of Congress should be required to know the constitution!

LYLE - March 9, 2019

Totally agree with Leon Donahue post from March 8.
Voting=States rights
No non citizen voting
No 16 yr old voting
Voter ID in all cases
Beware of Bill titles as they are usually very deceiving, full of opposites from actual Bill title

Les Taylor - March 9, 2019

Term limits isn’t he answer Colleen, unless you put term limits on unelected bureaucrats as well. Good luck with that. An informed electorate holding congress accountable would be the ideal. Good luck with that too.

BeBarb - March 9, 2019

We still are United, aren’t we? Our motto is still IN GOD WE TRUST. Let’s unite in prayer turning again to our Faithful Father as we process through this Lenten Season until we again celebrate the week that changed the world! Good Friday and Resurrection Day! That ‘s still true! PRAY

David Lopez - March 9, 2019

Make sure all registered voters are US citizens–Provide proper ID. Id’s are needed to cash checks, open bank accounts, and show proper DL when stopped by Officers of the law. Persons that do not have a DL can go to Dept of motor vehicles and obtain and ID card.

Terry - March 9, 2019

Newt Gingrich attempted to bring a vote on term limits. It has become critical. Addison ally Lobbiests are no friend of democratic republic. With so many issues and problems existing, these two are at the forefront to regain control of our citizen run govt/country. We need an aggressive and insistent dialog for traction.

Ray - March 9, 2019

I’m for requiring voter ID’s. Term limits, balanced budgets and smaller government.
I also agree with previous comment that it’s time for Article V, Convention of States. It’s time “We The People” take back our country. Congress is only concerned with re-election. Time to clean house 🏠 and throw the bums Out!

dennis k dressler - March 9, 2019

We must mandate that all voter registration offices are staffed and funded to assure that only citizens are registered and qualified to vote. The amount of staff and funding should be based on census citizen population of district covered and shall be the only way to register to vote. All death notices in district shall be forwarded to registrar office for removal from voter rolls.

Waren Smityh - March 9, 2019

Mrs. Phyllis Eix - March 9, 2019

We must purge the registrations rolls
as often as necessary, require photo ID, and refuse automatic registration. Citizens have a choice to register, and that choice shall not be taken away.
Tighten up all the enforcements to keep our elections valid and honest.

Gerald Adamson - March 9, 2019

They have a big ball rolling and it has to be stopped in the senate. Our large city’s would vote for this in a heart beat. It has to be stopped in the senate. We are loosing this country as we know it. Thanks

Cindy Akre - March 9, 2019

Kudos to Gregory and Leon. The states must comply with federal law regarding elections. Wade is also correct in that many people won’t pay attention or decide on HR1’s credibility based on its name. We do need to call our Senators (even those who are Dems) and explain why HR 1 is dangerous and toxic to what we should be standing for, and we must talk to our friends and neighbors!

David A Harding - March 9, 2019

I am using another persons words because this is exactly how I believe.
“At this point in time, based on their behavior recently, I believe that just about anything proposed by the Democrats is suspect. Robert L Lange - March 9, 2019

Do not allow illegals to vote! (they have broken our laws). Demand voter I.D.’s

JANE MCGOVERN - March 9, 2019

I am frightened at the possibility that this might pass…but worst of all, frightened that Dems can even think in ways that I believe will erode our government. Much of the time I feel helpless. Times are so difficult these days. I almost can’t listen to the news…it is so depressing.

Joseph M. Caruso - March 9, 2019

This is a dangerous direction to go in. It sounds great however if you read accounts of Beppe Grillo and web strategist Gianroberto Casaleggio and how they destroyed the voting system in Italy the you’ll realize that this must be stopped. Educate the electorate that this will kill a primary principal of our republic.

Charles Fickling - March 9, 2019

Comply with the Constitution, require voter ID, defeat bill allowing sixteen year olds to vote, as well as any bill to do away with electoral college.

Ron W. Smith - March 9, 2019

Von Spakovsky’s testimony is excellent at pointing out what needs further discussion and debate in HR1. Voting rights has become a big issue that needs an open-forum setting, not closed-room shenanigans. Americans are guilty of not requiring that all parts of the resolution be hashed out in open settings, all who want to listen and learn able to do so. In this highly connected age that would be easy to accomplish.

One thing more. There’s so much more to the resolution than the testimony deals with, so that, too, should be considered in open forum for all eyes to see, all ears to hear.

Dee - March 9, 2019

I believe that every American Citizen has the right to vote. I don’t like automatic enrollment w/o proof of citizenship. We already have fraud in voting now. Our paper run voter signups that you fill out and send in. They also run the mail in vote registration. If you can read; write, you can sign up to vote. If you can’t then you can’t read what you will vote on. I don’t want any illegals voting. They have no rights.

Bob - March 9, 2019

Conservatives need to become uniters not dividers. We all know and have seen that Democrats will stand together against us. The only reason we are talking about this issue is because Nancy Pelosi is Speaker of the House. I believe the only reason Republicans lost the House is because we are so wrapped up fighting each other. That is stupid. We need to talk less about conservatives and more about whipping the snot out of democrats.

Jon Clayton - March 9, 2019

If McConnel is on the ball, this piece of crap will never make it to the senate floor for a vote.

William Coates - March 9, 2019

Voter ID law needed in every state.
Voter rolls must be purged using death notices or coroner’s reports. Since we don’t track people’s address changes, periodic purging of non-voters is needed – that may be enough. Local officials may fail to do essential things for real integrity.
ID cards should show citizenship status.

Bobbi McGinnis - March 9, 2019

This is the wrong bill. It has to be stopped. These voter rules are already in place in california. We have no integrity and conservatives will only win the state by huge landslides.
The National Voter Law should be
PHOTO ID and citizen only, from that it goes to the state.. Feds only step in when the State is out of control. Please rescue California by making Voter ID and citizenship mandatory to participate.

lois Pera - March 9, 2019

Leave the election process alone. Stop messing with it.

Barbara - March 9, 2019

This is just another way to rob us our freedom. Our right to a clean and fair election is our best way to fight the liberals who want control. Build the wall, veto HD1, balance the budget, bring down the national debt, get voter ID, set term limits, and stop scaring our kids about global warming and world ending in ten yrs.

Scott McElroy - March 9, 2019

Ken Hall - March 9, 2019

Insanity on the left knows no bounds. I can’t imagine why anyone would vote for this monstrosity? They can’t get enough votes from cheaters and dead people so they need to stack the deck even more? Voter ID is just common sense, which is not very common on the left.

William A Flegeheimer - March 9, 2019

I as an American and totally against
Voter Fraud in any form whether
it is illegal alien voting or Voter Harvesting
I live in California and the communisn /democrates have already taken over this state by the above illegal tactics and the and folks DO NOT LET THIS HAPPEN IN YOUR STATE.

Kenneth Sirnes - March 9, 2019

Squash this bill in the Senate via, a roll call vote. Let the public can see how crazed Democrats are.

Catherine Budenbender - March 9, 2019

The Reps need to explain the harm, but they must also put forward a plan. Then explain their plan to the public.

Phyllis Rigby - March 9, 2019

Thanks for all the good things you Heritage Foundation folks do for all of us U. S. citizens. We ALL need to be honest, reliable, dependable, helpful, kind, clean, friendly, courteous, have integrity, and be good hard working people.
I am proud to be an American, to comply with our laws, honor our Constitution, and stand up for what is right,
It is “WE THE PEOPLE” who are legal, honest, rightful citizens who should decide. We have elected a President who stands for what is right. I agree with Judith Prachar = “we need to ask our leader President Trump to veto everything that is wrong, evil, stupid, not good for our Nation, and fight to preserve election integrity.”

Chris Milord - March 10, 2019

It’s an incredible privilege to vote in local, state and national elections. The integrity of our vote is crucial and it must be maintained effectively. First, keep the voting age of eighteen and make sure that no criminals or deceased people are able to cast ballots. Next, ensure that only citizens are voting by requiring an identification document. Third, voting officials need to keep the voting rolls current with proper addresses. Fourth, allow mail in ballots and ensure their safety and security. Fifth, the registrar of voters and each precinct must have machines that are secure and function properly. Sixth, those who tally the votes must be supervised by nonpartisan officials. Seventh, make sure that no individual votes more than once. Eighth, don’t allow the DMV to administer any aspect of election voting. Ninth, count all of the ballots of American civilians and military personnel serving abroad as they often arrive after election day. Tenth, Get out there and vote as your vote can make a difference.

James - March 10, 2019

Voter ID with a unique number for identification. Every vote is linked to your Voter ID. And your Voter ID is obtained with a birth certificate and a SS card or Naturalization paperwork and SS card. No Voter ID card, no vote.

joseph picard - March 10, 2019

Voter ID. It’s as simple as that.

Kathryn Galloway - March 10, 2019

If you are referring to conservatives in the Congress, they must do all possible to get all fellow members to look at reality and not at their popularity.
If you are referring to conservatives in the public sector, I agree with Leo Donahue, below. I also agree with every word Wade Harris stated. Make public every destructive consequence this bill will inevitably create, and publicize widely the Names, positions in Congress, and the States the supporters of this bill are from. Conservative ads everywhere !!!

Dan Gassen - March 10, 2019

This is simply another effort to weaken America by those working hard to have the “one world government” in gear. The Tenth Amendment (leaving matters not in the Constitution up to the states to deal with) has been violated by the Feds more often than any other Constitutional matter, I suggest Congress passes a law requiring photo ID’s on national elections to vote for President and for Congressional elections. If any state does not wish to require photo ID’s, require them to hold their state and local elections at least two months before or after each national election.

Robert S. Allen - March 11, 2019

Expanding VBM (Absentee) voting needs close attention. Verifying ID of returned VBM ballots by no more than a signature leaves too much to personal judgement and the exploding number of VBM ballots.

CA SOS Voter Registration Form asks for Date of Birth, U.S. State or foreign country of birth, CA DL or CA ID card # or last 4 numbers of SS # “if you have one”, and political party preference. Listed as optional are contact info (email or phone number.

Having blanks on VBM return envelope for voter to fill in and sign should deter both the burden of signature checks and voter fraud at very low cost. It should be under a flap allowing a check before the ballot is exposed for counting.

Return to teaching history as it was, as opposed to “. This is what you need to know about history”!
Weird,, think for yourself kine stuff.

Gary Junior Boggs - March 12, 2019

Everyone has a different idea on this. I for one have given great thought to many of them and my conclusion is nothing is infallible however maybe a few that would meet the peoples needs ( not wants ). We as voters need to know that only one vote will be cast by a individual. We need to know that the vote will come from a “Legal” USA American citizen. So with those two things in mind someone somewhere that`s really smart needs to create a super way of accomplishing this. Perhaps in a two or three faze way because some have disabilities. Some have limited time. Some may be out of the country. I do not claim to have the answer but the two things have got to be there. One vote and legal united states citizen.

Adrian Wilson - March 13, 2019

How do we stop these run away bills restricting our first and second amendment rights??!!??

Jaren E Hiller - March 13, 2019

Heritage is blessed to have Dr. George on the Board. Please advise if a state could amend the state constitution redefining human life to begin at fertilization and thereby protect all lives in the womb during pregnancy against being killed and provide due process of law and equal protection of the laws to both child and mother?

Joan Hessler - March 15, 2019

Government run health care is not wanted! It has not worked for the peoples’ good in other countries, It will not work here. It is just another way to enslave us. Watch out!

Joan Hessler - March 15, 2019

Our elections need to be cleaned up, but this is not the answer!

juanita douglas - March 18, 2019

I agree with what others have said…voter ID for all, no illegals voting,no healthcare for ALL!, no HR1, smaller government and keep the Electoral College. It’s a great idea that NO votes would be counted where they allow illegals to vote. Sanctuary cities/states should not get any federal funding!!!
