No other think tank can match the real world experience of Heritage’s defense team. The team has recently grown from 3 to 8 people, making it a nimble and effective group.

The team is made up of high ranking officers from each of the military branches and collectively they hold over 100 years of military experience.

Because of your support, Heritage’s defense team is able to maintain a completely unbiased perspective–unlike other think tanks that rely on government or industry money for their funding.

Some of their specific recommendations have been incorporated in the National Defense Authorization Act (NDAA), which recently worked its way through Congress.

Here’s a list of their recommendations that were included in the NDAA:

  • A topline base budget of $632 billion with $14 billion in reinvested savings.
  • Ending the establishment of a new Space Corps and for the streamlining of the space command-and-control structure.
  • A 2.4% pay raise, in opposition to initial 2.1% raises that were suggested by the White House and the Senate.
  • The Conference also took Heritage’s recommendation to reduce the number of headquarters high-level staff. It limits the number of Deputy Assistant Secretary to 48 and removes one Assistant Secretary.
  • The Conference adopted the full initial Heritage recommendation for the Missile Defense Agency and the supplemental request that was issue by the White House in November. The MDA funding totaled $12.3 billion in the conference report.
  • A more robust shipbuilding account to accelerate the goal of a 355 fleet. The Conference report authorized the building of 14 new ships, above both the House and the Senate initial NDAA.
  • More robust incentive pay programs for desirable and needed careers.

The Federal Reorganization Project’s description highlights Heritage’s Blueprint for Reorganization. Your support directly fueled this effort to reorganize and minimize the sprawling state of federal government.

OMB Director Mulvaney has stated that the administration’s plan for federal reorganization will be hardwired into the 2019 budget, which will be finalized in 2018.

Heritage has both the plan and the people – both currently on staff and alumni in the Administration – to make real changes in the federal government, create economic growth for citizens, and make our founding fathers proud.

What federal agencies would you like to see shrink or be eliminated?

For over 10 years now Heritage has trained conservatives in health policy through our Health Policy Fellow program. This is a semester long program usually completed by graduate students from leading universities that allows them to get training and hands on experience with Heritage’s health policy team.

Students research and write on particular aspects of healthcare policy and then move on to put their research into action outside of Heritage.

Recently, three former Health Policy Fellows moved into key roles in the Trump Administration, both in the White House and Health and Human Services.

Your support of Heritage gave these people a strong foundation in conservative health policy.

The three former Fellows are:

  1. Brian Blase, Special Assistant to the President for Healthcare Policy. Besides being a graduate of the Health Policy Fellow program here at Heritage, he was also a senior research fellow with the Spending and Budget Initiative at the Mercatus Center at George Mason University.
  2. Randy Pate, CMS Deputy Administrator and the Director of the Center for Consumer Information and Insurance Oversight. He also worked in the Department of Health and Human Services during the George W. Bush Administration after graduating from Heritage’s program.
  3. Jeet Guram, Senior Adviser at the CMS Innovation Center and Medicare. In addition to graduating from Heritage’s Health Policy Fellow Program, he also held an Associate position at McKinsey.

The impact of the Healthy Policy Fellow program here at Heritage has been enormous, and none of it would be possible without your support.

How would you like to see healthcare in America be changed?

Heritage’s Education Policy Center has been hard at work increasing parent’s and student’s rights in education.

Recently, the 529 education savings plan–that only allows for college saving–was expanded to include savings for K-12 students and has been included in the House tax reform bill.

Heritage’s education team developed and advocated for this policy to give parents more freedom in choosing the best education option for their children.

The 529 ESP’s would allow parents to cover K-12 expenses of up to $10,000 per year at public, private and religious schools. They are open to every family, no matter how wealthy or poor.

Lindsey Burke, the Director of the Center for Education Policy at Heritage, said in an interview with Politico:

“Allowing families to contribute money to 529 plans for K-12 educational expenses would enable families to save for K-12 education-related expenses while increasing their ability to pay for education options outside the public-school system… Allowing K-12 expenses to be 529 eligible is smart policy.”

The administration is embracing this policy, which returns authority to the states and empowers parents with the opportunity to choose safe and effective schools for their children.

If the bill passes through the House and the Senate and is signed by the President, citizens will have more opportunities to invest in quality education, and parents will have more choice.

What are other changes you would like to see in our education system?

On Wednesday the UK’s Secretary of State for Foreign & Commonwealth Affairs, Boris Johnson, visited Heritage for a private meeting with Heritage experts.

After his meeting at Heritage, Johnson went on to meet with leaders in both the House and Senate.

Heritage has continued to maintain a strong relationship with the UK and Johnson’s visit speaks to that relationship.
