J. B. Horton is responsible for communicating the mission of The Heritage Foundation, as well as our effectiveness in promoting conservative values, to Heritage Members living in Arkansas, Hawaii, Louisiana, Oklahoma, Texas, and Southern California.
Before coming to Heritage, J. B. served for seven years in the Bush administration. In his first role in the administration, J. B. served as a special assistant in the U.S. Small Business Administration's Office of International Trade where he managed activities related to SBA's U.S. Export Assistance Centers. J. B. then joined the U.S. Department of State as a portfolio manager in the White House Liaison Office, where he managed membership portfolio and strategic partnerships for more than 60 State Department Boards, Commissions, and Enterprise Funds. In his final role in the administration, he worked as Director of the White House Liaison Office at the U.S. General Services Administration where he was the principle liaison between 12,000 GSA employees and the White House. Most recently, he worked as an energy project consultant for Global Partners as part of their humanitarian efforts in Tajikistan.
In 2005, J. B. attended the University of Leeds Business School, earning an MBA degree, while working at Kirklees Metropolitan Council as a project consultant in Economic and Development Services. He graduated from West Texas A&M University with a bachelor's degree in international business in 1998.
J. B. is a native of Texas, and currently resides in Fort Worth with his wife Lindsay.
